Dubai shared housing law 2026: what tenants and employers should know

Many expats in Dubai live in shared flats, and many small companies rent rooms for their staff. Dubai Law No. 4 of 2026 changes how shared housing works. The law came into force in August 2026, and existing properties have a one-year grace period to follow it.

Main points

  • Families and single individuals should not share the same unit.
  • Shared accommodation is allowed only in designated areas.
  • Sharing by individuals is not allowed on Sheikh Zayed Road, Jumeirah Road, Al Wasl Road and Baniyas Road. These are for families.
  • At least 5 square metres of bedroom space for each person.
  • At least one full bathroom for every four people.
  • Each family needs its own bedroom with a private bathroom.

If you are an employer

If your company rents rooms for staff, check the location, the number of people per room and the bathrooms now, while there is still time. Your tenancy contract (Ejari) should match how the property is really used.

If you are a tenant

Before you sign or renew, ask the landlord whether the unit has the right permits for sharing. Keep a copy of your Ejari, because you need it for many visa and family services.
